Ⅰ. China's optical communication market
1. The information and communication industry has
maintained a stable operation trend.
I n the first half of 2025, the Ministry of Industry and
Information Technology adhered to the general tone
of seeking progress while maintaining stability, solidly
promoted the high-quality development of the information
and communication industry. China's information and
communication industry has maintained a stable operation
trend on the whole, with the total amount telecommunications
business increasing by 9.3%, and the total income of
telecommunications business reaching 905.5 billion yuan.
By the end of June 2025, China had 4.55 million 5G base
stations, 1.118 billion 5G mobile phone users, and the user
penetration rate exceeded 79 percent. The ports providing
gigabit network services reached 30.22 million, and the gigabit
broadband users reached 226 million. The deployment of
10G optical network pilot projects in the first batch of 168
communities, factories and was carried out smoothly. By the
end of March, the number of in-use computing power standard
racks in China had reached 10.43 million, and the intelligent
power scale had reached 748 EFlops, providing an intelligent
base for massive data computing.
The number of gigabit users continues to expand. By the end
of May 2025, the total number of fixed-line broadband access
users the three basic telecom enterprises, China Mobile, China
Telecom, and China Unicom, reached 682 million, a net
increase of 12.16 million over the end of the previous year; by
the end of May, the total number of mobile phone users of the
three basic telecom enterprises and China Radio and Television
reached 1.807 billion, a net increase of 16.99 million over the
end of the previous year, of which, more than 60% were 5G
mobile users, reaching 1.098 billion, a net increase of 84.14
million over the end of the previous year.
2. "Double Gigabit" network coverage continues to
improve, and 5G network construction continues to deepen.
The total length of optical cable lines in China has steadily
increased, and the construction of all-optical networks has been
rapidly advanced. By the end of 2025, the total length of optical integrated into 86 of the 97 major categories of the national
cable lines in China had reached 74.54 million kilometers,
with an increase of 13.7%. Among them, the proportion of
access network optical cable, local network relay optical cable

and long-distance optical cable lines were 59.2%, 39.3% and
1.5% respectively. The construction of the backbone network
has entered a new stage, the 400G backbone network has
been officially deployed a large scale, and the high-speed
transmission channels between the eight national hub nodes,
between the hub and the surrounding main cities, and between
the hub and the key provinces have initially connected, and
the transmission bandwidth, network capacity, and ultra-low
latency have been significantly improved.
The "Dual Gigabit" network coverage continues to improve.
China has completed the construction goals of 5G and gigabit
optical networks ahead of the 14th Five-Year Plan". By the end
of May 2025, the number of Internet broadband access ports in
China had reached 1.232 billion, a net increase of 29.84 million
over the end of the previous year. Among them, the number
of fiber access (FTTH/O) ports 1.19 billion, a net increase of
30.12 million over the end of the previous year, accounting for
96.6% of the number of Internet broadband access ports. The
construction of gigabit networks has yielded remarkable results,
with the number of 10G PON ports capable of providing gigabit
network services 29.8 million, a net increase of 1.6 million
over the end of the previous year. At the same time, some key
cities have launched "petabyte optical network pilot projects"
simultaneously, continuously expanding network connection
scenarios and enhancing business value.
5G network service capabilities continue to be upgraded, and
5G-A network deployment is steadily advancing. By the end
of May 205, the total number of 5G base stations in China had
reached 4.486 million, a net increase of 235,000 over the end of
the previous year, accounting for 35.3% of the total number of
mobile base stations, an increase of 0.4 percentage points from
the previous months. Mobile communication represented by 5G
has become one of the most active fields of innovation, the most
extensive penetration, and the most significant driving force.
Since this year, applications such as 5G new calls, live short
videos, and cloud gaming have flourished, and large-model
APPs and AI intelligent terminals have developed prosperously.
Digital consumption demand continues to be released, and
mobile user traffic has achieved double-digit growth for 6
consecutive months. 5G integrated applications have been
economy. More than 18,500 5G Industrial Internet" projects
were constructed.
